Staves and wands do 100% elemental damage with no physical component and many Outlander and Embermage spells (as well as a few Engineer and Berzerker ones actually). A lot of skills for Berzerkers and Engineers only have elemental secondary effects and/or key off of your DPS which will (most likely) be effected by your strength in the end.
